Elephant Park and the new Town Centre

The two main developments at the heart of the regeneration are Elephant Park and the new town centre which will replace the Elephant and Castle shopping centre.

Elephant Park

Elephant Park is a mixed-use development being built by Lendlease.

It will create around 3,000 new homes (including the recently completed Trafalgar Place, South Gardens and West Grove) and a major new central London park.

The first part of the park is already open and work is progressing on the next phase of the development which will provide around 50 new shops, restaurants and cafes. The development is retaining over 100 mature trees on site as well as planting hundreds of new ones. Lendlease is a participant in the Climate Positive Development Programme, which means Elephant Park will be climate positive when it completes in 2025. The scheme also includes a combined heat and power plant, the Energy Hub, to deliver net zero-carbon heating and hot water to all the new homes.

The Town Centre

The new Elephant and Castle town centre is being built by Delancey.

It’s a phased, mixed-use redevelopment of the existing Elephant and Castle Shopping Centre (East site) and London College of Communication (West site) sites.

The Town Centre will deliver a thriving new zone 1 destination, becoming a focal point for the local community. It will include a range of high street and independent retailers, enhanced restaurant and leisure opportunities and a new cutting-edge university campus for UAL's London College of Communication. This will sit alongside a new Northern line tube entrance and ticket hall.

Plans also include 979 new homes for the rental market, on a site where none currently exist. 35 per cent of these will be affordable, including 116 social rented homes (managed by Southwark Council or another registered provider) and will be offered in priority to people living and working in Southwark.

In October 2015 and May 2017, our cabinet considered reports on the town centre regeneration. The council carried out an equalities analysis of the shopping centre and appointed an independent relocation business advisor to help support the independent businesses in the centre.
