Estate parking terms and conditions
Parking permits (virtual)
We provide different types of permits for parking on estates.
Estate parking permits
Our estate parking permits are for residents who elected to join a controlled parking scheme. The permits are valid for up to one year from the date of issue and may be renewed up to 21 days before the expiry date (early renewal is recommended).
Where you can park is normally based on your address.
To be eligible for an estate parking permit you need to meet the following conditions:
- resident of an estate that is in the parking permit scheme
- your vehicle is registered with the DVLA at your home address
- your vehicle is insured
- your vehicle has valid tax and MOT (as and when required)
When applying for an estate parking permit, you need the following documentation is required:
- proof of address - copy of vehicle registration document (logbook)
- your tenancy agreement will be required to prove your residency
- company letter (on headed paper) if the vehicle is hired including the duration of the hire period
Additional estate parking permits
Some estates allow you to have a second estate parking permit per household. This is at the discretion of the Estate Parking Manager or the Resident Services Officer and also depends on the size of the estate.
The above information on estate parking permits will be the same when applying for additional estate parking permits.
Courtesy vehicle
Residents with a valid estate parking permit, should the case be that the courtesy vehicle needs to be used in the estate, drivers must purchase a visitor parking permit to allow the courtesy vehicle to be parked in the relevant estate.
The digitally excluded can apply for paper permits by emailing the Estates Parking Team at estatesparking@southwark.gov.uk.
Please be advised that before your permit is renewed, the council will check the DVLA database to ensure that you have valid Tax and MOT before renewing your permit.
Estate carer permit
The person receiving care (adult or child) must be registered on the estate and residency checks will be carried out on the person receiving care.
In order to qualify for this permit, you must provide:
- the carer’s vehicle details
- a support letter from
- your local General Practitioner (GP)
- Social Services or Senior Practitioner (on headed paper) providing the name and address of the person receiving care, as well as providing carers information (no medical /clinical details required)
When renewing a carers estate permit, a GP letter may be required.
Resident Services Officers can also be contacted to confirm the resident’s medical condition.
As the carers' estate permit is charged at a concession rate, this should not be used as a way to avoid payment for a second permit.
Any vehicle that does not have a valid virtual permit or clearly displays a valid physical permit, will be issued a Penalty Charge Notice (PCN), depending on the type of enforcement vehicle at the time of the offence.
You must email estatesparking@southwark.gov.uk about any change of vehicle so that a replacement or temporary virtual permit may be issued to park on the estate.
Estate visitor vouchers
Residents in possession of an estate visitor’s permit can park on the estate where permitted, which has a parking scheme in operation. There is a charge for visitor vouchers, visit our estate visitor vouchers webpage for the fees.
Only residents can apply for visitor vouchers.
Consideration will be given to those residents who experience difficulties purchasing vouchers online by visiting Peckham Library MySouthwark service point.
Paper visitor vouchers
Visitors to the estate must display a valid paper permit in their windscreen and must be completed in ink.
If you make a mistake validating your visitor’s permit, you must fill in a new box (permit use on reverse of visitor’s permit). If the Visitor’s permit is altered in any way, we will take enforcement action against you.
You must tell your visitor that they will receive a Penalty Charge Notice if the permit is altered or they are not parked incorrectly within the parking bays/parking areas within the estate.
By not complying with the terms, it is advisable to park outside of the estate to prevent parking in contravention and receive a Penalty Charge Notice.
Disabled parking
Wherever possible, we will try to provide parking for disabled residents and visitors. We cannot guarantee disabled bays for residents unless medical evidence (in receipt of Personal Independence Payment (PIP), over 8 points for mobility) supports their case.
To qualify for the permit, the council will require a supporting letter from your local GP, Social Services and the Resident Services Officer.

Estate business permits
If your business needs to park on an estate, you can apply for a Southwark-wide virtual parking permit. These permits may have time restrictions where parking is in demand with limited parking spaces. As previously stated above, in line with the residents' and carers estate parking permits, the Southwark-wide parking permits will also be virtual.
If you need to park on an estate to carry out essential works straight away, email estatesparking@southwark.gov.uk.
You must park in the estates' dedicated parking bays/parking areas. If your vehicle is in breach of the estate parking terms and conditions, you may be issued with a Penalty Charge Notice or where necessary, the vehicle removed from the estate.
Vehicles with a Southwark-wide virtual parking permit are not allowed to park within the Southwark council’s exclusion zone unless you have special permission to do so.
