Temporary traffic order
If a road needs to be closed for road works or development works, a temporary traffic order must be processed under Section 14(1) of the Road Traffic Regulation Act 1984.
If emergency works are being carried out using a road closure, a temporary traffic order must be processed under Section 14(2) of the same act.
Applying for a licence
You must apply for a temporary traffic order 12 weeks before the works begin. This will enable coordination and processing of the road closure or restriction. Payment must be made before a planned traffic order is issued. An invoice will be sent to you for payment.

Fees
A temporary traffic order costs £2,587 including admin fees and advertising costs.
An emergency road closure costs £2,511.
Check the full list of Highways licensing fees and charges. If you cancel a licence there is a Cancellation Fee, which is 30% of the licence fee.
