Right of First Refusal
Discount repayment
If you're the owner of a leasehold or freehold property originally purchased from Southwark Council under the Right to Buy or Social Homebuy Scheme, you must repay a portion of the discount you received if you dispose of the property within the first 5 years of your lease/freehold transfer agreement. This requirement is in addition to the Right of First Refusal process.
The repayable discount is based on the:
- percentage of discount you originally received
- original valuation
- number of years you've owned the property
- agreed sale price
The exact discount repayable is calculated once the council is informed of the agreed sale price. For an estimate, tell us the property's current valuation and we'll provide an estimated discount repayment figure.

- £138 administration fee to process the application (2024/25)
- Legal fees of £174.98 + VAT and disbursements (2024/25)
