We don't have any statutory powers to take action against noise nuisance from flying aircraft, including noise from helicopters. We support residents by responding to government consultations on relevant aircraft issues. Copies of Southwark’s responses can be found here:

Complaining about aircraft noise
To complain about noise or aircraft activities (such as helicopters), contact the Civil Aviation Authority by calling 020 7379 7311 or email aree@caa.co.uk.
You can also complain to the appropriate airport who will investigate the complaint directly:

If you feel significantly affected by aircraft noise you can also contact your MP. You can find your MP on the Parliament website.
