Private operator licence
If you'd like to operate a market with 5 or more pitches, either on public or private land, you must apply for an operator licence.
If you wish to sell alcohol at your market, you're required to apply for a Temporary Event Notice (TENS).
If you intend to sell food at your market, as the operator you're responsible for ensuring all traders selling food are registered and you have the appropriate food and hygiene certificates.
Applying for a licence
You can apply for an operator licence by downloading one of the following application forms:
- for locations near the River Thames or main transport locations tier 1 application form (PDF, 274kb)
- for all other locations across the borough tier 2 application form (PDF, 277kb)

Discounts may apply if the operator can demonstrate a charitable element of the market or if non-professional traders are in attendance. Any discounts are subject to the approval in advance of the Street Trading Manager of the market.
